4. "Function as Deputy Secretary-General, World Meteorological Organization, 1982-84"
In 1982, after a world-wide competition, appointment as Deputy Secretary-General of the WMO in Geneva for a two year term. The task of this number two position was described as follows:
Assignment and Duties. You will be
responsible for:
i. the overall co-ordination of the activities of the Secretariat
and of the regional associations;
ii. the organization of the sessions of Congress and Executive
Committee;
iii. the preparation of programme and budget proposals to
Congress and the Executive Committee;
iv. matters relating to the application of the WMO Convention,
the General Regulations, the Agreement with the Swiss Federal
Government, relations with the authorities of the Canton of
Geneva, the Joint Financing Agreement on North Atlantic Ocean
Stations;
v. the direct supervision of the Departments of Administration,
of Language, Publications and Conferences and of Technical
Co-operation.

WMO had, at that time, a total staff of about 420, a budget of
$20 million/a and controled technical support programs of another
$20 million/a. At a later stage I was in direct charge of all
scientific directorates. I applied for this job because I liked
to know from time to time what my value is on the open market. I
was also looking forward to new challenges. However, science
management - I coordinated all the scientific and technical
programs - did not provide the excitement of hands-on science.
Thus, after a short extension of my 2-year contract I returned to Toronto from
my leave at the University.
